Well, perhaps it is because they are very aware of the fact that the heat is insane and the humidity heavy during this part of the summer season. So why not enjoy Rome with the Italians? If you are prepared to get caught in one of the many unexpected rain storms, the spring season may not be all too bad (though an umbrella is recommended.) Otherwise, the fall is generally pleasant and the winters are typically mild.
